Paul Trowbridge 05631817ae Scope tag completions to the version
The list came from every version of the source, joined through pf.version,
so adjusting this year's plan offered last year's initiatives and counted
uses earned somewhere else. A tag names an initiative inside a scenario.

A new version now completes from nothing until it has a tag of its own,
which is what it actually has: cloning a definition copies no adjustments.
The bucket datalist on the Baseline page was already per version, so the
two agree now.

React + Vite

This template provides a minimal setup to get React working in Vite with HMR and some ESLint rules.

Currently, two official plugins are available:

React Compiler

The React Compiler is not enabled on this template because of its impact on dev & build performances. To add it, see this documentation.

Expanding the ESLint configuration

If you are developing a production application, we recommend using TypeScript with type-aware lint rules enabled. Check out the TS template for information on how to integrate TypeScript and typescript-eslint in your project.
